Plot[]
The Bruiser Family leaving their house, throwing rubbish all around them.
Mr. Bean uncovers his windows and wipes the damp window using Teddy to take a look outside the window. He gasps and is stunned upon seeing litter being practically everywhere. A trash bag gets thrown out of a van and a car coming from the opposite way rides into it, making rubbish come from it and land on the road. He is even more shocked when he sees the Bruiser Family exiting their flat with some food they immediately throw on the ground even after not fully finishing it. Bruiser Sr. chugs on a fizzy drink, burps, squishes the can and throws it behind him. Mr. Bean is irritated by that so he comes up with an idea. He puts on yellow cleaning gloves and sneaks to Mrs. Wicket's room to get a mechanical arm grabber while she is sleeping. When he moves it slightly, Mrs. Wicket only wakes up for a short while but fortunately doesn't notice Bean so he takes it and goes out of her room.
Mr. Bean cleaning up the litter, mainly left by the Bruisers.
Then he takes a rubbish bag from his pocket and goes outside. He begins on picking up some rubbish from the pavement by using the manual arm to pick up the rubbish and puts it in the sack. He notices a banana peel and pretends to slip on it but then quickly grabs it. Bean then goes to the park to pick up more litter. He begins pulling on a piece of fabric, later turning out to be a blanket, behind a bush. Once Bean pulls it hard enough, a baby lands on his lap, shocking him so he throws the baby back. The baby lands directly on a chocolate cake, which causes the icing to scatter on the mother's face, that was busy reading a book. Mr. Bean then goes further and sees two boys standing on a bench, one of them is eating a cheeseburger and the second one, the blond-haired one is chewing bubblegum and is holding a pack of chips.
Bean has to clean up after the two naughty boys on the bench, but they won't stop throwing more litter on the ground!
While Bean is cleaning all the rubbish around them, the brunette boy throws the rest of his burger on the ground, Bean immediately picks it up. The blond-haired boy throws a chip on the ground and Bean puts it in his rubbish bag. Both boys laugh and the blond-haired boy keeps throwing chips onto the ground, frustrating Bean. Once the chip box is empty, the boy throws it on the ground, making Mr. Bean scold them. While laughing, the blond-haired boy accidentally chokes on his gum so the brunette boy hits his back and the gum lands on Bean's forehead. Both boys laugh at Bean and they walk off. Mr. Bean removes the blue bubblegum from his face and tries to put it in the dustbin, but it stretches and gets stuck on his glove, which annoys him.
Mr. Bean copying lots of "Throw Rubbish Here" signs in the 24/7 petrol station.
Later on, Bean continues walking through the park and picks up even more rubbish from the ground. He notices a woman picking up her dog's poo with a small bag, but the rubbish bin is over full and she can't throw it here so Bean takes the poo in the bag from her and puts it in his large rubbish bag, to which the woman thanks him. He is happy until he notices the Bruiser Family sitting on benches with a wooden table and eating tons of unhealthy food, making a huge mess around them as afterwards they just throw the rest of the food or the packagings directly on the ground instead of in the rubbish bin. Mr. Bean is deeply irritated by the Bruisers' behaviour, knowing he has to clean after them if he wants to clean the entire park. He collects the litter until night. He puts all of the bags full of rubbish next to a bin that's next to two trees. He also notices a "Throw rubbish in here" sign on the bin, coming up with an idea to design his own signs. He drives to a petrol station to print some copies of the sign and places those signs everywhere he can near-and-in the park. A fox finishes eating a chip from a box and another fox points at the sign with its nose, so the fox smartly puts the box into the dustbin, with the second one even nodding.
The boys have been ripping Bean's signs, leaving him annoyed by their behaviour.
The next day, Bean parks his Mini outside the park and we can see that he placed many "Throw rubbish in here" signs on the fence all around the park. Just as he exits his car he sees a father with his son and the father throws a paper ball on the ground. Bean is shocked how he didn't even noticed the signs to throw the rubbish into the bin. His son quickly tells him to look at the signs so the father agrees and grabs the paper ball to throw it into the bin. Mr. Bean says "Morning" to the man and then returns back to the park. He is just walking across the park until he sees one of the signs ripped on the ground and then he sees even more of his signs torn on the ground, leaving him angry at this situation. He follows the path from the torn signs and it leads him to no one else but the two naughty boys. They have been tearing the paper signs and turning them to paper planes. Mr. Bean is now furious. The brunette boy throws the paper plane in the air. Mr. Bean confronts the boys, calling them a disgrace. Suddenly, a paper plane lands behind his head, making the two boys laugh at him. He is irritated by that and quickly grabs the plane from the back of his head. He tells the boys that "This time it really is it!", telling them that he has enough of them both and he returns to his Mini.
Mr. Bean filming people in the park.
He pulls out his camera from the trunk, so he can stealthily film all the people littering the park. First, he films the two boys from behind a bush and they are going through the park and are throwing litter everywhere. They are both confused at the noises coming from the bush. Then, Bean heads back to the lady with her baby and films them from behind a tree. The baby is playing with his pacifier and a single chip and he throws the chip and soon notices Bean, making him cry. The mother, still absorbed by her book was confused at her baby crying loudly. Lastly, Bean films the Bruiser Family eating tons of junk food, and there's lots of rubbish everywhere around them. He films both the Bruisers and the piles of rubbish, only for Fang, their dog, to growl at him so Bean quickly backs off.
Bean showing the clips to the Policeman.
Some time later, Bean arrives at the police station and he shows the policeman at the reception what he had filmed. The policeman is confused at the clips of random people in the park so Bean tells the policeman to look at the people littering all the park but the policeman just ignores Bean because he doesn't see a problem here and says that he has bigger problems than that and shows Bean all the "Wanted" posters on the wall, and there's plenty of them, shocking Bean. The policeman apologises to Bean for not being able to solve his problem and eats a sweet from the bowl and throws the wrapper on the floor, angering Bean when he realizes that even the police litters. So Bean decides to take matters in his own hands.
The litter-picking machine made from Bean's Mini and several items.
He arrives to his flat and draws up the plans for a road cleaning machine that he can use to clean the streets of London. He shows the plan to Teddy and makes him nod in agreement after asking if he likes the machine. Mr. Bean goes downstairs and takes a rope from one of the cupboards of Mrs. Wicket's kitchen, then heads to her room to take a part of the gramophone. He also takes a washing machine and various other items from his flat and puts them outside the shed. Bean then builds his cleaning machine all day and all night. When he is done, he attaches them to his Mini. He uses his new cleaning machine to remove rubbish from the ground and rides all around London to collect it.
Bean's Mini actually begins floating, leaving the Policeman shocked.
He rides through one street where the Mayor is about to cut the ribbon to open a new museum. When he sees Bean's cleaning machine removing all the litter, it fascinates him. Bean then rides next to the police station. The policeman is about to eat his lunch consisting of few doughnuts and a cup of coffee but unfortunately the machine sucks in his lunch, staining his uniform with the spilled coffee and angering him so he gets in the police car to chase Bean. Mr. Bean sees the policeman chasing him and tells him to pull over. The policeman goes in front of Bean to make him stop but much to his refusal, Bean pulls an umbrella, making the makeshift propeller spin and making his Mini fly like a helicopter. Bean goodbyes the policeman as his entire Mini begins floating and it leaves the policeman shocked and angered. Mr. Bean is now flying around London and soon decides to land his Mini in the park due to lots of rubbish being scattered here.
He is about to finally clean the mess the Bruiser Family has left.
After landing, he looks at the Bruiser Family angrily as they are still doing the same thing as before - eating tons of food and throwing the leftovers everywhere around them so he rides around the table they are sitting at and sucks all the rubbish from them, confusing them. Their children even had to hold to the table because of the machine sucking the trash. They're all very confused and frightened of what's going on and they're screaming. Mr. Bean notices that the policeman has entered the park so he drives past Bruisers one last time, sucking in Bruiser Jr.'s crisps. The police car drives past the Bruiser Family as well and the policeman chases Bean. Bean finally leaves the park, with the policeman chasing him.
The Mayor congratulating Mr. Bean for cleaning up the city with his machine.
As Bean is riding, the Mayor's car is driving from the opposite direction. To prevent both cars from crashing, both Mr. Bean and the driver of the Mayor's car pull up in the middle of the road. The Mayor opens the car's window and is impressed with the way Bean cleans up the city. Mr. Bean says "Morning!" to the Mayor, just as the policeman stops next to Bean's Mini and tries to arrest him, but the Mayor stops him, explaining that Bean did an excellent work cleaning up the city. The Mayor asks Bean about his name so he introduces himself. The policeman tears off the ticket with the fine, no longer having to arrest Mr. Bean. The machine sucks in the piece of paper but the machine is already overloaded and the sheet full of rubbish explodes, causing the entire area around to be dirty again. The policeman becomes really mad at Mr. Bean this time.
