Plot
Act One: The barber shop
At a barber shop, Mr. Bean decides to get a haircut like Prince Charles' as seen in a calendar picture. Bean keeps looking down to read a comic book during his haircut, making it difficult for the barber, Derrick, to cut his hair. Suddenly, the phone in Derrick's office rings, so Derrick goes to his office and answers it. While Bean waits for Derrick to return, he pretends to be a barber and gives an imaginary person a haircut. While pretending, a boy, Jamie, and his mother enter the shop. Jamie's mother asks Bean, thinking he is a real barber, to give her son a haircut; Bean agrees to do so. When she leaves the shop to get her purse, Bean gives Jamie a bowl cut, using a bowl on his head as a cutting guide. He then uses an electric hair clipper, which cuts off a small piece of Jamie's hair when he plugs it in, to shave a gap down the middle of Jamie's head. Jamie likes the haircut, which Bean hides with Jamie's cap when his mother returns to the shop to pay Bean. Derrick returns to finish Bean's haircut, but the phone rings again, so he returns to his office to answer it. Bean decides to give two more customers haircuts. Bean trims the second customer's hair while reading his magazine at the same time, resulting in him accidentally cutting off his ponytail. Furthermore, when Bean uses an electric hair clipper during the haircut of the third customer, Roger, his toupée gets stuck to the clipper and comes off his head. Unable to free Roger's toupée, Bean hides it and creates one for him using hair mousse and bits of hair he finds on the floor. Bean then finishes the second customer's haircut and pretends he did not cut off his ponytail by showing him a mirror with a picture of one. After he pays Bean and leaves, Bean finishes Roger's haircut. As Derrick returns to finish Bean's haircut, Roger, who has not yet realised his toupée was replaced, thanks and pays Derrick as he leaves, confusing Derrick. As Derrick follows Roger and calls for him to return to the shop, Jamie and his mother, the latter upset with Derrick because of her son's haircut, return. The second customer, who is also upset with Derrick because of his haircut, also returns. Meanwhile, Bean sneaks past the bickering customers and Derrick, using the picture of Prince Charles on the calendar as a disguise. Roger, who is also upset with Derrick because of his haircut, angrily returns to the shop and greets "Prince Charles". The act ends with Bean leaving the barber shop as all three customers bicker with Derrick, demanding to know where his "assistant" is.
Jamie's awful hair cut
Act Two: The fête
Bean goes to a fête and parks his Mini in a sheep pen after scaring the sheep away by honking at them. He plays a wire loop game and cheats by turning off and unplugging the buzzer alarm. Then, he plays "Hit the Headmaster" (in which George Webb is the headmaster) but gets carried away and starts throwing objects like tinned peas and cereal boxes at the headmaster. He almost throws a chair but is stopped thanks to a nearby teacher.
Act Three: The pet show
Bean manages to enter Teddy into a pet show. The tests are the obedience, don't eat the sausage and cone zig-zag. Teddy wins first place by passing all of the tests with Bean's help. Bean is awarded a huge bone but gets honey for Teddy instead and throws the bone at the crowd, which causes mayhem among the kids and the dogs.
Act Four: The railway station
Mr. Bean gets off a train at London St Pancras railway station. Unfortunately, he accidentally lost his ticket and decided to sneak through the ticket barrier. However, he ends up hiding inside a mailbag to be sent to Moscow. After several failed attempts, he hides inside a mailbag and crawls towards the gate. When the guard leaves as the clock chime sounds, Bean climbs onto the gate, but two members of station staff turn the gate around, at which point Bean crawls off the gate (while celebrating that he has successfully made it through) but ends up falling onto the railway tracks. Two porters put the mailbag (with Bean still trapped inside) onboard a train carrying cargo and mail that is destined for Moscow. During the credits, short clips of a cargo ship sailing over a rough sea (most likely carrying the mail and cargo from the train earlier), a steam train in France, and Russian soldiers marching in Moscow's Red Square (showing that Bean has certainly ended up in Russia).

Production
As per the other episodes, studio sequences were recorded before a live audience at Teddington Studios.
On the door of the railway coach next to the English inscription of "MOSCOW", some mock Cyrillic writing is visible "НПУЛЦА" (npultsa) instead of "МОСКВА". During the end credits, the footage shown of Red Square was taken in the former Soviet Union despite this episode having premiered almost 4 years after its dissolution. Co-writer Robin Driscoll made a cameo appearance as the railway guard—his first credited appearance since "Mr. Bean Goes to Town". The original recording of the choral theme by the Choir of Southwark Cathedral, was used in the opening titles. However, the end credits incorrectly credited it to the Choir of Christ Church Cathedral, Oxford.
Act 1 inspired the Mr. Bean: The Animated Series episode "Haircut", while Act 2 inspired the Mr. Bean: The Animated Series episode "Scrapper Cleans Up". A train scene inspired by Act 3 was featured in the film Mr. Bean's Holiday.
Alternate Version
Because Mr. Bean contains little to no dialogue, episodes that air on Francophone networks are aired in English with French subtitles. That is not the case with this episode, as it was actually dubbed in French. There are other differences: the "Hit the Headmaster" sequence is completely cut out; different background music is used at the pet show; and none of the stock footage after the train to Moscow closes its doors is used, with the ending credits simply playing over a black screen, and the French voice cast are actually credited as well.
Broadcast
"Hair by Mr. Bean of London" was first released on VHS in 1995 as a video exclusive and until 2006, it was the only episode never to air on any British television network. This episode was broadcast overseas and received its Irish premiere on RTÉ One in 2005—it also aired on ABC in Australia in August 2001 and on TV3 in New Zealand in November 2001.
The episode was first screened on United Kingdom television on 13 August 2006, when it was shown on satellite, pay TV and cable channel Comedy Central Extra (then known as Paramount Comedy 2) and 25 August 2006 on Nickelodeon UK but for some time, it remained the only full-length episode not to air on terrestrial television in the UK. It has since been broadcast on ITV3 and ITV4.
