Plot[]
Whilst it is snowing heavily outside, Mr. Bean is cooking and preparing food in the kitchen and the heater and the TV are on too.
It is a cold, snowy evening and Scrapper is stalking a bird, trying to hunt it. He pounces on the bird but falls in the snow. The bird flies to the bird bath but the water has frozen and it slips on the ice. Mr. Bean is in his room, dancing to the song "My Funny Man", performed by his beloved singer, Roxy. The heater and the TV are turned on while Teddy on the armchair watching TV. Bean is cooking in the kitchen while dancing to the song; while dancing he turns on the blender and gets juice from the fridge. The toaster pushes the bread up and he grabs it.
Mrs. Wicket showing Bean a long and enormous bill, totalling £200. She is really mad at him for using so much of his electricity to cause such a huge number to be paid.
Then, suddenly, Bean can hear Mrs. Wicket screaming to him, the song plays in a loop, a duck on the wall falls down, and the song stops. Mrs. Wicket has burst in, showing Bean her high electricity bill, totalling £200. Then she pulls Bean downstairs and shows him the electricity meter; his electric consumption is much higher than Mrs. Wicket's. Due to that, Mrs. Wicket decides to turn off Mr. Bean's electricity switch and locks the meter, much to his dismay. Back to his room, Mr. Bean can't sleep because he's freezing, while Mrs. Wicket feels warm in her room; she is watching her favourite wrestling show, next to a fireplace. There's also gentle music playing in the background.
Mr. Bean trying to eat his breakfast, consising of Pop cereal with milk. Unluckily, the milk is completely frozen so he can't just pour it into the bowl.
The next day, Scrapper tries to hunt a bird in the backyard by hiding behind a snowman that's imitating Teddy. Scrapper jumps on the snowman's head but it comes off and Scrapper falls on its body; the bird flies away annoying Scrapper yet again. At the time Mr. Bean is in his bathtub, forced to bath in cold water because he has no heater. He plays with his toy Titanic ship and hits the ice to sink it. Downstairs, Mrs. Wicket is taking a warm shower in her bathtub. Later, Mr. Bean tries to eat Pop cereal but when he tries to pour the milk into the bowl, he can't do that because it's frozen. After shaking the jug a bit, the frozen milk falls to the cereal, breaking the bowl. He then uses the rear part of his spoon to jab the frozen milk to make it resemble a popsicle stick; when he licks it however his tongue gets stuck. When Bean removes his tongue from the frozen milk, he screams in pain. Downstairs, Mrs. Wicket goes next to her fireplace while Scrapper is sleeping in front of it.
Bean reading the daily newspaper. There's one news about wind powered electricity. Inspired by that, he decides to build his own wind turbine.
Meanwhile, Mr. Bean gets the daily newspaper. The front of it says about a "Snow Chaos" and the temperature reaching -40°C. He puts several pages of the newspaper on his duvet and sneezes, causing one of the pages to fly but he catches it. He reads a page that shows a wind turbine so he comes up with a plan of building one himself so he will have his own source of energy, without Mrs. Wicket having to worry about a bill.
Bean starting to build the turbine.
So he draws a model of the wind turbine on the paper. In the shed, Bean gets a magnet, two wires, and a hose. Outside, he brings out a washing machine, a rope, two bricks, a bicycle wheel, a box with the wires and the hose inside, and several wooden sticks. While he is building the wind turbine, the same bird is trying to break the ice using a small twig. Inside, Mrs. Wicket takes out freshly baked chicken or a turkey from her oven, Scrapper likes the scent of it as he tries to get closer to it while Mrs. Wicket is carrying it on a roasting pan. When she looks out of the window, she sees Bean hammering the washing machine to remove the rotating drum. Mr. Bean is building the wind turbine all day and night.

The next day, the bird pulls out the charcoal eye of the snow Scrapper on the frontyard and drops it on the frozen birdbath on the backyard but it just bounces off, annoying the bird. At the time, Mr. Bean adds the fourth and final propeller blade for the wind turbine. He steps inside the rope, causing him to get caught and sending him hanging instead of the propeller; he falls back down after a while. Back to his room, he gets his curtains and gets Mrs. Wicket's blanket from her room as well. He also goes next to the fireplace and enjoys the warmth of the fire until he hears a door slam. Then he goes to Mrs. Wicket's laundry area and gets her bloomers. At the same time, Mrs. Wicket is calling Scrapper.
The wind turbine is finally working and complete.
Outside, Mr. Bean shows Teddy Mrs. Wicket's bloomers being a windsock and he laughs about it. Then, he puts a wire inside a barrel attached to a white rope and underneath it are two skateboards. He places the barrel to cover the three magnets, and turns on the wind turbine, thereby completing it. Then, he looks at the wires going to the flat and there's Scrapper sitting on the windowsill in Mrs. Wicket's kitchen as well. Soon, he goes back upstairs just as Mrs. Wicket opens her door, wondering what he is up to. Inside Bean's room, his power is back and he can do the same things he did earlier in the episode again due to having access to electricity.
After the wind has stopped, Bean's electricity was gone again. So he decided to make it spin, first by blowing on it, then by making fake wind with a piece of cardboard, but no success.
Unfortunately, later the wind turbine stops spinning, causing Bean's power to shut down again. So he goes outside and blows on the turbine, but his blow is not hard enough to make it turn. So he flaps a piece of cardboard in the air to make the turbine turn, but nothing happens. While he was doing that, Mrs. Wicket goes outside with Scrapper and she tells Mr. Bean to get her bloomers back down and points to them with her cane so he does so. Then, he notices Scrapper in the shed, trying to hunt a mouse on a shelf who laughs at him because he cannot reach it. Mr. Bean then traps the mouse inside a fish bowl, turned upside down and puts Scrapper in a wheel so he can move the wheel while trying to catch the mouse. It turns out to be working and the wind turbine starts running again, thanks to Scrapper.
To make his wind turbine work without wind, Mr. Bean decides to do something malicious. He traps a mouse in a fish bowl on a shelf next to a wheel with Scrapper running on it, thus powering the turbine and making it spin.
Later his power is back on for a while but it gets turned off yet again. Then he can hear a door opening, Mrs. Wicket comes in and the second duck falls to the floor; she has removed Scrapper from the wheel, now holding him and petting, saddened that Bean could do such a thing to poor Scrapper. She then slams the door, and the third, and last duck falls on the ground. It is now morning and the wind turbine starts running on itself again.
Julia reading a newspaper while her hair dries under a drier.
While Mr. Bean checks the wind, Mrs. Wicket sees the wind turbine from her kitchen. Then, she goes to her room to plug her hairdryer but she notices that there are no more plug sockets for her hair dryer, so she plugs it to the plug socket from the wind turbine, without asking Mr. Bean if she can do that first. Her dryer is now on her head just as she is reading a newspaper and Scrapper is sitting on the table next to her.
Bean notices the winds are extremely high and strong. When he looks out the window he sees the turbine spinning uncontrollably, lots of rubbish flying and even an entire cow and a news reporter.
While Mr. Bean is cooking upstairs, his TV program changes from a nature program to a news report flash. In the program, a news reporter says that the winds are extremely strong, but she is blown away with the wind before stating where specifically they have been reported. Confused Mr. Bean notices from his window that his wind turbine is spinning very quickly; he sees various objects being blown about in the wind, such as a cow, a dustbin lid, a sandwich, a can, a newspaper and the news reporter. The bird puts a stick underneath the ice from the bird bath and steps on it, finally removing the ice, but the strong wind blows the ice towards the bird and it got pushed by the wind. The music is getting even faster. Mr. Bean is worried when he sees that his appliances are becoming overloaded with too much electricity.
Since Bean got the key to the electricity box from Mrs. Wicket, now going to the hospital, he can now use as much electricity as he wants to.
Then, the small boiler breaks and soon all of the plug sockets break and Mrs. Wicket's hair then starts burning, so she runs outside and jumps into the snow Scrapper to put out the fire from her hair. Scrapper doesn't know what Mrs. Wicket is doing so he just licks his paw in confusion. Seeing Mrs. Wicket's predicament, Mr. Bean phones the ambulance and it arrives immediately. Before the paramedics drive Julia to the hospital, Bean steals the key from her to unlock the electricity meter, much to her anger, but she can't do anything about it. Mr. Bean finally turns his electricity back on and later he's seen dancing to My Funny Man, joyful of having his access to electricity back.

Trivia[]
- The song "My Funny Man", performed by Roxy, was reused from the episode "Bean in Love".
- Roxy appears on an album cover near the beginning.
- This also marks her first appearance in the renewed series, despite only being a cameo.
- This is the first episode that takes place in the winter season (If not including "Young Bean" that didn’t actually take place during winter but in one of Mr. Bean’s flashbacks he remembers young himself during winter and Christmas time).
- Mrs. Wicket getting a bill totalling £200 was also previously seen in „A Royal Makeover”.
- The scene where Bean plays with his toy Titanic ship in the bath is a nod to the episode "No Parking", in which he did the same thing.
- Bean hitting the ice with his toy Titanic and sinking it afterwards is a reference to the real-life Titanic which sank after hitting an iceberg.
- Most of the photos on the newspaper Mr. Bean was reading were actually scenes from different episodes.
- Bean licking the frozen milk might be a running gag also seen in other various cartoons in which the character can't get their tongue off a frozen pole.
- After Mrs. Wicket took Scrapper from the wheel, we could see Scrapper licking his face, meaning that he had caught and eaten the mouse.
- Mrs. Wicket's surname is Wickett on the electricity meter in the storyboard.
- The episode’s title has two meanings:
- “Green” can mean ecological, because in this episode Bean made his own electricity by making a wind turbine.
- It is also a pun on green beans, the plant.
Songs[]
- The song "My Funny Man", performed by Bean's favourite singer, Roxy, could be heard in this episode.
Errors[]
- It is unknown why Mr. Bean stuck the spoon to the frozen milk at 2:57 so easily, knowing it's completely frozen.
- When building the wind turbine, at some step of its development Mr. Bean is seen removing the rotating drum from his washing machine. Later the washing machine is seen normally working in Mr. Bean's flat.
