Synopsis
Mrs. Wicket takes over Mr. Bean's flat after he redecorates it in the style of Buckingham Palace.
Plot
A delivery truck drops a package outside Mr. Bean's apartment complex. Bean gets his packages and an envelope for Mrs. Wicket. He places the envelope under Wicket's door. She opens the envelope, and inside is her bill; she's shocked when her bill amounts to a whopping £200 which she doesn't have. She puts her bill on a table, scaring Scrapper and making him run away. She opens her cash box and, to her horror, she only has £1.
At his flat, Bean shows Teddy the packages he bought. He opens the tube and inside is a poster of Queen Elizabeth II. Bean opens the package, revealing it to be a cassette tape of a show called The Queen Indoors. He puts the tape in the VCR and the show starts. Inside the palace, a host tells the viewers that the Queen is choosing a wallpaper to cover a crack on the wall. The decorator shows the queen the first wallpaper (light blue and pink stripes) which she declines. He then shows the second wallpaper (cream-colored with chartreuse fleur-de-lis symbols) and she likes it. Bean pauses the show and decides to redo the walls it to make it look like the wallpaper the Queen selected.
After covering the furniture and appliances with tarp, Bean scrapes a small portion of the top part of the wall but can't go further due to the blunt scraper so he rips it with his hands, causing him to fall to the floor. Once the wallpapers are all removed, he gets several items from the shack , including a can of green paint. Inside his room, he smells the green paint, which smells bad. He tries to paint but he forgets the shape of the decoration so he looks for the TV but can't find it. Bean suddenly remembers he's holding the remote so he presses a button, and his TV turns on. He pauses when the screen shows the wallpaper; he notices that he can use Teddy's arm and legs to make its shape. So he ties Teddy up on a stick with both legs and one arm sticking out, dips him in the green paint and presses him on the wall to make the shape.
When the paint has dried, Bean uncovers his stuff before he notices the pink curtains in the poster of the Queen so he puts pink hair dye in his tub and places the curtains, two throw pillows, and seat cushion there. Next he paints the bicycle tires yellow and puts Christmas decorations on it then hanging them on the ceiling to make them resemble chandeliers. Bean then sits on the throne and wears a crown he made, making him the "queen" of the palace.
Downstairs, Wicket shatters her piggy bank in a fit of rage, revealing only £1 pound inside. She hears Bean building something outside, which is a sign says 'The Palace'. Bean dresses Teddy as the Queen's Guard. After Bean goes inside, an American tourist stops by, fascinated by the sign. Inside, Wicket tries to get Miss Wince's bag so she can steal her money which Miss Wince, as expected, won't give it to her. The tourist pictures them; after he leaves they continue fighting for the bag. While Bean is playing queen, the tourist enters his room, shocking him and making him remove the crown. Bean tries to tell the tourist that The Palace isn't the real Buckingham Palace but he just keeps on picturing the decorations. Wicket enters Bean's room and gets angry at Bean for changing it. The tourist, satisfied with Bean's room, leaves £5 on the bowl. Wicket gets Bean's crown and, seeing this as an opportunity to gain money to pay her bills, becomes the queen and makes him her slave. Wicket sees the £5, happy that she can now earn money to pay her bills.
A flock of tourists line up to see The Palace. Inside Bean's room, Wicket makes Bean cool her by swaying the broom, telling him to move it faster. A man asks Bean if he wants to take his picture, to which Wicket says that she'll get her picture taken not Bean. Then, more tourists come and pay Miss Wince £5. At night, the tourists have left and Wicket counts the money. She gives Miss Wince £5 for her share but gives Bean nothing. When Bean protests, Wicket gives him only £1. Annoyed, Bean tells Wicket he wants his share, to which Wicket replies that she is the queen, forcing Bean to give in. Wicket looks at the computation and the total is £70, making it off balance.
Back at Bean's room, Teddy asks Bean something to which Bean says 'no' but Bean gives in and pays Teddy the £1. Bean then asks Teddy if he's happy now to which he makes Teddy nod. Bean continues watching the show and the Queen suddenly changes her mind, preferring Bean's old wallpaper over the wallpaper theme Mr. Bean painted his walls to, shocking Bean. Realizing he was wrong, Bean goes outside and finds his old wallpaper in a trash can.
The next day another flock of tourists arrive and are horrified when they see that Mr. Bean changed the wallpaper. Confused, Wicket goes inside and sees that Bean put his original wallpaper back, to her horror. Bean takes the crown off Wicket's head, exposing her as a fraud and horrifying the tourists at this revelation. She tries to explain to Bean, but the tourists take back their money, crestfallen Miss Wince. Bean, happy that he's no longer Wicket's slave and everything's back to normal, throws away the crown and relaxes. The buses drive off, and Wicket screams in rage since she is now unable to pay her bill. The Palace sign then breaks and falls on her.

Goofs/Errors
- There is miscalculation in the amount of money Mrs. Wicket made on the first day. She made £75 total (£5 given to Mrs. Wince), and the cost to see the exhibit was £5 for each person. If Mrs. Wicket made £75, then with calculation, 15 people came to see the exhibit. However, if you look carefully at the scenes were people came to look, there was around 20-22 total, meaning Mrs. Wicket would've actually made around £100-£110 instead.
